Dr. F. Richard Black
Dr. F. Richard Black established his Optometric practice at 136 Simcoe St. N. Oshawa in 1960. In addition to running his professional office Dr. Black has held positions on a number of boards, teaching institutions and as optometric consultant to a number of research companies.

  • Past Board Member of OSI (Optometric Services Inc.) buying group which represents one third of all optometrists in Canada

  • Past Chairman of Ministry and Personnel committee Simcoe Street United Church
  • Vision and Contact lens consultant to the Oshawa Generals hockey team
Dr. Black’s outside interest include his family, cottage, and travel. He is an active skier, equestrian, curler, and recreational hockey participant.

Dr. David R. Black
Dr. David Black graduated from Ferris State University in 1990 and the Illinois College of Optometry (ICO) in 1994. ICO is the oldest continually operating educational facility in the world dedicated solely to the teaching of optometrists and remains at the forefront of optometry today.

Dr. David Black joined the practice in 1994. He is bilingual and speaks fluent Portuguese.

Dr. Jane Tzeng
Dr. Tzeng graduated from the University of Waterloo School of Optometry in 2007 and has practiced in Oshawa since then. She enjoys working with patients of all ages, from young children to seniors. In her spare time, she enjoys participating in sports such as badminton and floor hockey. Other interests also include listening to classical music.
